Why Does Abuse Happen at CILA/Group Homes?

Group homes in Illinois operate under what’s called a CILA license, CILA standing for Community Integrated Living Arrangement, and you may be wondering how safe are group homes in Illinois today.
A 2024 audit by the Illinois Auditor General examined 25 CILA providers and identified several critical issues, reporting compliance in which auditors found that some providers failed to report incidents promptly, staff qualifications in which they found instances where staff lacked necessary training and qualifications, and documentation practices in which they found deficiencies in maintaining records.
In group homes, the well-being of vulnerable individuals often takes a backseat to the bottom line. When providers focus on cutting costs and maximizing profits, the residents suffer and abuse takes root. This includes emotional trauma, physical trauma, and even wrongful death to residents. Residents may not get the medication they need on time, or they may be subjected to physical or emotional harm from caregivers who are poorly trained or stretched too thin.
